Nepal's fertilizer deregulation programme has been described generally as a success in the light of increased fertilizer consumption and encouraging participation of the private sector. But these achievements are fragile and are still minimal in the overall context of the potential for fertilizer consumption in Nepal. There remain difficult problems and numerous uncertainties regarding the increased use of fertilizer, many of which are the result of inadequate knowledge and skills on the part of the actors involved in the fertilizer sector. Meanwhile, recent developments and achievements have changed the roles and responsibilities of the both Fertilizer Unit (FU) and other actors and stakeholders in the fertilizer sector (fertilizer inspectors, grassroots extension workers (JT/JTAs), fertilizer dealers, importers and FU staff). Against above background, the training needs assessment was carried out to identify training gaps of the different actors in the fertilizer sector. The TNA had two fold objectives, (a) development of the appropriate training packages for the sustainability of the fertilizer deregulation process and (b) facilitating the implementation of the national fertilizer policy. The TNA recommends a Pilot Fertilizer Training Programme (PFTP) to be implemented over a period of one year. One of the major activities under this PFTP would be the development of master trainers in fertilizer sector. The purpose is to overcome the current shortage of qualified trainers in fertilizer related matters. The DFID supported the TNA through
